It's possible that a counterfeit cartridge is totally safe. The issue is that there's no testing for them so there's no guarantee.

Pure distillate is 99.9% THC but you don't find that very often because most users don't like it. More often you'll find them blended with terpenes - from what I've seen, 80% THC and 88% are the two most common concentrations.
